JOHN M. OPPEDISANO
John Oppedisano is a senior contract professional with more than twenty-seven years’ experience in both the government and private sectors. John has diverse industry experience which ranges from serving as a contracts professional for General Dynamics Corporation to the U.S. Department of Health and Human Services to the Massachusetts Department of Revenue.
With unique and diverse contract industry experience, John is currently Managing Partner of OP Consulting Group, a Washington, DC-based government and defense acquisition consulting firm specializing in today’s multi-disciplined, cross functional markets. OP-CG is staffed with experienced senior personnel from the defense, aerospace, healthcare, and social services industries.
During his 15 year tenure with General Dynamics Corporation’s Land Systems Division (GDLS), John served as Director of Contracts & Procurement, where he was responsible for negotiation strategies and successfully reaching agreements on several U.S. Navy and Marine Corps programs valued at well over $4 billion. In addition, he managed the supply chain organization, which encompassed 1,000 suppliers both domestic and international. His areas of expertise include:

Prior to joining General Dynamics, John served as Deputy Chief Procurement Officer for the D.C. Office of Contracts & Procurement, where he had oversight for 15 health and human service agencies and more than $1Billion in annual purchases. He also served as Director of Contracts & Procurement for the D.C. child welfare agency, where he directed more than one hundred service contracts valued at $100 million annually. During his tenure in D.C., John re-competed all service contracts achieving 4 percent cost savings and successfully defended 100 percent of all protests.
At the U.S. Department of Health and Human Services, John served as a Contract Officer where he helped develop new and innovative contracting vehicles to facilitate interstate cooperation between Virginia, Maryland and D.C. in support of the Administration of Children and Families’ multi-jurisdictional region.
John also served as Government Contracts Manager for GC Services, a financial firm specializing in the privatization of government projects, where he helped design revenue collection programs for federal, state and local governments.
Earlier in his career John served as Contract and Procurement Manager for the Massachusetts Department of Revenue where he was responsible for all contracts and procurements of the state agency. During his tenure, the department achieved 10 percent annual cost savings through requirements reductions and restructured the Request For Proposal (RFP) process to reduce the average cycle time by 7 days.
John began his career as a Legislative Aide to Massachusetts State Senator John W. Olver. He has Bachelor degrees in English and Political Science.
Currently, John serves on the Advisory Board for the Blue Devils Performing Arts youth organization based in Concord, CA., and is a member of the National Contract Management Association, Society of International Affairs and the National Association of Purchasing Managers. John maintains an Active SECRET Clearance.
